Passenger trains typically travel at high speeds from one station to another. While approaching the next station, the train needs a mechanism to alert the passengers in that station of the train’s arrival. This is brought about by the usage of train horns. The conductor generally blows this train horn when the train approaches the next station. Not just this, these train horns are really useful when the train seems to be traveling in a town or a railroad crossing. The conductor ensures the blowing of this train horn at the right time and right environment.
Passenger car train horns are quite similar to the ones the cargo trains possess. Passenger trains and cargo trains do not differ much in appearance but the purpose they serve is entirely different. Passenger train is known for carrying passengers from one place to another. Cargo trains are responsible in ferrying cargos, which may include any product such as cars, tools, clothes, bikes, boxcars or any other raw materials. You may be aware that generally ocean bound vessels from all over the world carry boxcars. But cargo trains may also carry them at times. Cargo trains may carry stuff from one city to another or even one state to another.
Irrespective of what a train carries, the car-train horn serves the same purpose in any train. The car train horn sounds alert when the locomotive is approaching any of the previously mentioned places such as stations or railroad crossings and thus driving away people or other animals that may be present in the vicinity. Thus their life can be saved. Most of the animals these days know what a horn means! They know that danger is approaching them and hence they will move away from that track. Car-train horns are used in cars for the same purpose. The safety of people as well as animals is laid on the shoulders of the driver who blows the car train horn!

How much does it cost to buy/lease passenger train cars (new/used)?
How much does it cost to buy/lease Passenger Cars (new/used) ; high end "luxury" passenger cars?
The range is very broad, because they come in all ages and conditions. You can buy a typical passenger car for $30,000 or so, but you can also spend a quarter of a million on a newer executive car in good condition.
You also need to be prepared to spend a bunch of money on required maintenance and inspections. The FRA is insistent about these things.
There are a number of brokers that have cars of all kinds for sale or lease. An internet search on "railroad car for sale" should get you started.
