to my knowledge the word ‘to sool’ does not exist (yet) in the English language.
And yet it is clear that in your passage it may be a verb meaning: sending the dogs after the sheep / setting the dogs on the sheep and frightening them.
as the passage obviously comes from a text referring to Ireland, it may be that the expression is influenced by Gaelic (which I unfortunately do not speak)
